The information gathered in support of this report was entered daily between March 28, 2020 and December 31, 2021. It started with six (6) service providers, namely: Avantel, Claro, ETB, Movistar Tigo, Virgin Mobile ; then in October 2020, Móvil Éxito was integrated, in March 2021 Buenofon and finally Wom from April 2021, to reach a total of nine (9) operators.
According to the report, in postpaid mode, corresponding to the packages offered by five operators: Claro, Movistar, Tigo, Avantel, ETB and Wom, we find that:
Between March 2020 and December 2021, the total number of packages offered decreased from 61 to 45. This decrease was presented taking into account the fact that voice-only packages (minutes) went from 22 packages to 1 only.
The “All-inclusive (voice, data and SMS) without unlimited data” plans included an average of 22 monthly plans and the “All-inclusive with unlimited data” plans included an average of 10 monthly plans.
Movistar was the first operator to launch packages with unlimited data (June 2020) with prices below 100,000 pesos per month, while Tigo increased the amount of data included by an average of 400%, maintaining the prices of user packages.
Since April 2021, the prices of the packages have converged on values not exceeding $100,000, which include minutes and unlimited SMS and data to be used from the mobile terminal in which the operator’s SIM card is used.
Regarding the minimum prices displayed by each operator, Claro, Tigo and Movistar launched plans in April 2021 with prices below $59,000, which they previously offered.
In December 2021, 6 of the 23 “all-inclusive without unlimited data” plans (equivalent to 26%) offered by four operators (ETB, Movistar, Wom and Tigo) had a data capacity equal to or less than 30 GB and with equal prices at and under $40,000
Regarding the prepaid modality, the operators that offer these plans and that have been analyzed correspond to: Claro, Movistar, Tigo, Avantel, ETB, Wom, Buenofón, Móvil Éxito and Virgin Mobile.
Between March 2020 and July 2021, more than 170 plans were offered, tripling the number of plans offered in postpaid mode.
The most common packages over the 22 months of observation were those that included the provision of minutes, SMS and mobile internet, also called “All inclusive without unlimited data”, which included an average of 80 monthly packages.
Between March 2020 and December 2021, Voice and SMS plans reduced from 18 to one (1). Meanwhile, SMS-only plans (there were 23 plans) were no longer offered.
This modality introduces an additional element that differentiates each of the packages, and that is the maximum consumption period of the capacities purchased in the packages. In December 2021, the durations with the highest number of packages were 30 days (46 packages), 7 days (25 packages) and 1 day (18 packages).
